Overview: 9/11, the October 7th Hamas attacks, and the COVID-19 pandemic were all national security incidents that should have been predicted and prepared for.  Yet, national risk advisors gravely miscalculated these events.  This talk will explore some of the weaknesses of national security risk assessment and how poor risk assessment has led to some of the greatest national security disasters in recent decades.  We need a game changer – and AI has the ability to efficiently transform our risk management.  However, turning over the process to AI is not without its own pitfalls and hazards which must be considered.

Speaker Bio: Dr. Eugenia O’Kelly is a fellow at the Changing Character of War Centre. She holds a doctorate in engineering from the University of Cambridge and a bachelor’s degree from Stanford University. Her research in risk management has shaped global policy through collaborations with the CDC, WHO, and the US military. During the COVID-19 pandemic, she led an international task force on respiratory protection.
