SUMMARY:Week 4 | The Russia–Ukraine War: Technology\, Energy\, and the US Midterms
DESCRIPTION:RSVP Required: Click Here to RSVP [+MS Teams Virtual Link] \nPanelists: Dr. Hugo Rosemont\, Senior Research Fellow\, King’s College London & BMNT; Sean M. Wiswesser\, fmr CIA Senior Operations Officer & Station Chief;  Dr Elena Davlikanova & Polina Istomina\, Sahaidachnyi Security Center (Kyiv); Jonathan Fink\, Silicon Curtain\, & Chair. \nOverview: Join the Emerging Threats & Technology Working Group for a panel discussion examining how digital infrastructure\, energy systems and political endurance are shaping the Russia–Ukraine war. From strikes on data centres to dependence on satellite communications\, the conflict raises urgent questions about technological sovereignty and the relationship between civilian infrastructure and military power. We will explore three interconnected dimensions: the digital contest over computing\, communications and information; the economic struggle over energy revenues\, sanctions and Chinese component supply chains; and the capacity of armed forces and their supporters to sustain prolonged conflict. With winter approaching and the US midterm elections imminent\, our panel will consider how manpower pressures\, congressional politics and shifting international commitments could influence battlefield resilience and negotiating leverage. Bringing together perspectives from defence\, technology and diplomacy\, the discussion will assess what these developments reveal about contemporary warfare and the prospects for a durable settlement in Ukraine and wider European security. \nSpeaker Bios:  \nDr Hugo Rosemont is a senior defence and national security policy practitioner with over 20 years of experience working at the intersection of government\, industry\, and academia. He is a Senior Associate Fellow at the Royal United Services Institute (RUSI)\, Visiting Senior Research Fellow in the Department of War Studies at King’s College London\, and Senior Adviser\, Government Affairs at BMNT. Previously\, Hugo held senior policy positions at Amazon Web Services\, KBR\, and ADS\, the UK’s aerospace\, defence\, security and space trade association\, where he served as Director of Security and Resilience. Hugo holds a PhD from King’s College London\, where his research examined the private sector’s role in UK counter-terrorism strategy. \nSean M. Wiswesser has nearly thirty years of experience working as a national security professional with intelligence\, foreign service\, and defense organizations. As a senior operations officer with the CIA\, he served on multiple overseas tours and many other deployments on temporary duty\, including war-zone service. He was a chief of station and had multiple joint-duty assignments with intelligence community partners. Sean was a Morehead Scholar at the University of North Carolina-Chapel Hill with a bachelor’s degree in history and Russian & Slavic linguistics. He was awarded a Master of Strategic Studies in 2023 from the Air War College and received the Russia Integrated Deterrence Award. \nDr Elena Davlikanova is a Senior Fellow at the Center for European Policy Analysis (Washington\, DC) and Sahaidachnyi Security Center (Kyiv)\, and Visiting Senior Research Fellow in the Department of War Studies at King’s College London. She is an expert in strategic forecasting\, Ukrainian and Russian domestic affairs\, and defence and security\, specializing in emerging forms of warfare and Russia’s ongoing threats to European security. She is co-author of the CEPA report Containing Russia\, Securing Europe and strategic forecasting studies including Scenarios: Ukraine 2032 and Scenarios: Russia 2032. In 2022\, she led research for 100+ Stories of Women and Girls from Russia’s War against Ukraine and Understanding Ukraine: The Battle of Narratives. \nPolina Istomina is an Associate Fellow at the Sahaidachnyi Security Center\, where she works on deepening UK–Ukraine defence and security cooperation. Her role involves engaging with government bodies\, academia\, think tanks\, and international partners to support key Ukrainian priorities on the global stage. Polina Istomina built her expansive career in the heart of Silicon Valley and London\, most recently focusing on tech and lifescience industries. She is especially interested in how Ukraine fights and prevails in the most technologically advanced war. Particularly\, supporting\, growing and mentoring miltech companies via platforms like Brave1. Polina holds an MBA from INSEAD and Kyiv-Mohyla Academy undergrad. \n

SUMMARY:Week 4 | Re-evaluating AI Risk for Human Impact: Case Studies in Near-Term Harm
DESCRIPTION:RSVP Required: Opens 2 Weeks Prior [+MS Teams Virtual Link] \nSpeakers: Nathan Heath\, Founder & CEO\, Syntony Research; Co-Founder\, The AIHL Project \nOverview: Frontier AI governance has organized itself around a short list of catastrophic risks: chemical\, biological\, radiological and nuclear uplift\, cyber offence\, and loss of control. Harms outside these categories receive far less sustained evaluation\, even though they are documented today and increasingly shape how conflicts unfold. This talk argues that these near-term harms are connected to one another and to catastrophic risk\, and that governing them well is part of governing catastrophic risk. \nThe talk works through four case studies. The first is AI-generated misinformation in military decision-making\, anchored in the incident reported by CNN in September 2026\, in which an analyst’s use of an AI chatbot produced a false claim that a China-flagged vessel was carrying nuclear components bound for Iran\, nearly leading U.S. forces to board the ship. The second examines synthetic media threats to the archives that preserve testimony from survivors of genocide and mass atrocity. The third turns to deepfakes of prisoners of war and the protections owed to them under the Third Geneva Convention. The fourth addresses terrorist and violent extremist use of frontier AI models. Each case draws on red teaming practice to show how these harms surface in testing and which mitigations hold up\, from provenance and verification to threat intelligence sharing and recurring evaluation. Using causal loop diagrams in the systems thinking tradition\, the talk then maps how the four cases reinforce one another\, how they erode the institutional resilience societies rely on to absorb larger shocks\, and where interventions offer the most leverage. \nSpeaker Bio: Nathan Heath is an AI safety executive and decision scientist with over 14 years of experience across risk assessment\, geopolitics\, and AI safety. He currently serves as the Founder & CEO of Syntony\, an AI safety startup translating red teaming evaluations into good governance. He is also the Co-Founder of The AIHL Project\, a research initiative focused on assessing generative AI threats to protections under international humanitarian law. Nathan consults as a red teamer for numerous frontier labs\, specializing in risk areas such as TVE\, human rights\, humanitarian protection\, and information manipulation. He previously spent six years supporting the U.S. Department of Defense in areas such as emerging technology risk\, security cooperation\, and countering violent extremism\, and has also held positions at Harvard Law School\, the U.S. Department of State\, the Hudson Institute\, and tech startups focused on Europe and Latin America. His work has been published in various outlets\, including War on the Rocks\, World Politics Review\, PRISM\, and the Global Network for Extremism and Technology. He received his M.A. in Law and Diplomacy from The Fletcher School. \n
